In 1994 post-martial law Taiwan, college student Chi-wei begins to question the culture of conformity surrounding her. Drawn into a student movement resisting the repression of creative freedom, she becomes entangled with Ching and her boyfriend Kuang, the leader of the strike. Political unrest intensifies alongside rising emotions, pulling Chi-wei toward her own path of self-awakening.
The debut feature from Taiwanese writer-director Su I-Hsuan, WHO'LL STOP THE RAIN had its world premiere at the Taipei Film Festival, where it won the award for Best New Talent (Hsiao-Fei Yeh).
"An excellent debut by a talented director whose ability to interweave the personal and political issues produces a film that uses human rights concerns in the past to comment on those in the present." –View of the Arts
